I lived in El Paso for close to 30 yrs. and peddling of influence and power, even on the smallest of levels is a common trait on the border. 

That plus the fact that the borderland is, in reality (regardless of the lines on the map) an area that is neither the United States, nor Mexico.  Neither country pays much attention to the area until crime goes above and beyond it's usual level of violence, or the economy starts to stink, and we have to keep them "Mesicans out the country".

There are a lot of folks who have family on both sides of the border.  There are many who traverse the border daily to either work or shop.  In reality it's one big city with a river down the middle.  El Paso usually tries to ignore Ciudad Juarez, but the reality runs a little too deep.

So, add up the fact that cross border issues are really issues of the Borderland, plus the tradition of using positions of power to help your family and friends (no different than our current presidential administration), and you end up with Congressmen calling in chits to get things done.  Is it wrong?  I don't know, but that's how you do it on the border.
