violence in Juarez

There is no single explanation for the violence in Juarez. I cannot claim to answer all the WHY questions. The reason that the massacre at the CIAD #8 stands out is because of the large number of people killed in one place, at one time. Since August 13, the death toll is now 166 for the month of August and 860 for the year. http://www.diario.com.mx/nota.php?notaid=2c4268597a2397474ebc97b5c66ae6e... And this toll does not include the massacre in Creel, Chihuahua on August 15, where 13 members of a family were slaughtered at a social event. I do not think speculating about WHY, even if I could guess correctly, would help to solve the problem. Certainly, the Mexican Army has not solved the problem.
