“We are Prepared to Assume Power…”

"...we are prepared to really assume popular power which we have yearned for so much. ..Section 22 will be in solidarity with others… we have to find agreement in one single point: the struggle against the state".
It would be helpful to better analize this (above) statement from
Santiago Chepi if we had the original spanish transcript of his words. I've made a Google search but as of yet have come up with nothing.
In the meantime my comment is this. If Santiago Chepi and Section 22 really yearn so much to assume popular power, what is holding them back? Why let the fulfillment of the transient favors and concessions of the state government determine their time for action? If they are really prepared to assume popular power why are they dissuaded from doing so by the granting of these small concessions by the state?
