An excerpt:
Spending on domestic law enforcement would increase 1.9 percent to $3.9 billion under the plan, with $579 million going to the Organized Crime Drug Enforcement Task Force, which focuses on trafficking in the U.S. Southwest.
Am I the only one that finds this doublespeak insulting?
Change the fucking law, asshole.

sounded just like the mexican new law

if you'll recall, in mexico they would now offer you treatment and what not as opposed to instantly going to jail... sounds like the same thing to me...
what if one is neither a criminal nor a mental patient, tho...
i guess you're out of luck...
