sounded just like the mexican new law

sounded like obama was trying to keep up with the new mexican law, for example: ``The administration’s plan would try to break the cycle that leads from drug use to crime, prison and renewed narcotics abuse, by combining support for police clampdowns on dealers with alternative sentencing for users and mandatory rehabilitation and counseling programs for those convicted of drug-related crimes, according to the report''

if you'll recall, in mexico they would now offer you treatment and what not as opposed to instantly going to jail... sounds like the same thing to me...

what if one is neither a criminal nor a mental patient, tho...

i guess you're out of luck...
