Rebanadas de Realidad

City of Buenos Aires, August 13, 2007

To the Ambassador of the United States of America in Argentina

Mr. Earl Wayne

S/D (address omitted)

To be delivered to the International Office of Narcotics Issues and Law Enforcement of the Department of State of the United States

Dear Sir:

Concerning the

For Argentina, it is considered by this institution as lacking in credibility, which causes great harm to the struggle against drugs, which we, the citizens, are facing in solitude and lacking all manner of resources.

The inaccuracies and commentaries of that report reveal a lack of knowledge of the Argentine reality, concerning drugs, which saddens us, weakening the task we are performing, to obligate the national authorities to act in the struggle against the merchants of death.

1) There are three cartels installed in the Argentine capital, since over three years ago, which have divided the sales zones among themselves.

2) There are more than 500 retail sales outlets for drugs in the Federal Capital alone.

3) There are cocaine kitchens located in the Federal Capital and Greater Buenos Aires.

4) The de-federalization of drug cases in the Province of Buenos Aires has left narcotics (estupefacientes) retail salespersons (dealers) with freedom of action.

5) The lack of air space control in Argentina. We are not sovereign in our air space.

6) There are more than 500 clandestine airfields in the Argentine North.

7) There are 750 clandestine passes along the border with Bolivia.

8) There are 60 clandestine passes along the border with Paraguay.

9) Marco Antonio Estrada Gonzalez resides in Argentina. Mr. Estrada is a Peruvian citizen, guerrilla of Shining Path and foremost exponent of the Buenos Aires cartel.

10) Intention of the Supreme Court of Justice of Argentina of de-criminalizing the retail drug salespersons (drug dealers).

11) Systematic removal from their benches for the Judges who are against the de-criminalization of drugs.

12) The government drowns SEDRONAR economically (financially) with the intention of gutting it, due to alleged inefficacy. SEDRONAR has the same budget as Maestranza of the Ministry of the Economy.

13) There is one dead child per day, due to drug consumption.

14) Long term massive prevention campaigns are non-existent.

15) Free assistance for drug addicts does not exist.

16) The Ministry of the Interior publicly ordered security forces to not pursue retail drug salespersons.

17) The Advisory Committee of the Ministry of the Interior, in matters of narcotics trafficking, is composed of decriminalizers. Included among them is Judge Roberto Falcone, whose court's vault "lost" more than 100 kilos of drugs without any explanation.

18) The Damage Reduction groups, which are financed by George Soros, cause severe damage with their actions. They teach the young how to drug themselves successfully. Consumption of PACO increased 500%, consumption of marihuana increased 200% and consumption of cocaine increased 170% since Damage Reduction operates in our country.

19) According to the UN, Argentina is the first consumer of cocaine in high schools.

20) There are no interventions (legal cases) in Argentina concerning money laundering.

21) The federal chambers (courts) where decriminalizer judges sit, render unconstitutional the police actions concerning anti-drug case procedures.

I hope you can take note of these points, which have only been written on this letter as an introduction to the gravest problem  we face in the Argentine Republic.

Yours truly,

Autonomous City of Buenos Aires, August 6, 2007
