Open Letter to U.S. Attorney General Eric Holder Jr. re: Chief Mark Kappelhoff, Civil Rights Divison

Dear Attorney General Holder:
The Mission of the U.S. Department of Justice

On August 14, 2009, I received a letter prepared by a paralegal on behalf of Chief Mark Kappelholff of the Department of Justice's Civil Rights Division (CRT) in response to my numerous Facsimiles, E-mails, and regular mail I sent to his office regarding several issues that I believe fell under the jurisdiction of CRT. After explaining that my allegations were not under the jurisdiction of CRT, I was told to contact my local legal bar association.
I regret having spent any of the CRT’s staff time. For Chief Kappelholff’s information, I have been paying attorneys since 1995 fighting for my U.S. Constitutional’s Civil Rights but it appears that this administration as just like the previous one. For the Chief’s information, I already have an attorney, but they are not directors, or administrators of federal law enforcement agencies, such as the U.S. Department of Homeland Security’s Office of the Inspector General, or the Federal Bureau of Investigation.
Since I sent Chief Kappelholff allegations of criminal misconduct by certain federal officials, he, instead of referring them to the appropriate federal agencies, determines CRT cannot help me and fails to do at least the very minimum "passing the buck around".
At least he did not do one thing that many of President Barack Obama’s top administrators and their staff are doing is ignoring letters. Thus in essence, your Chief deserves some recognition in this area.
Mr. Attorney General Holder, I believed that changes were to take place once our new elected U.S. President took office. The only changes we are seeing are new policies that only confirm what the prior administration was doing.
Please advise Chief Kappelholff not to respond or do anything on my behalf. Have him disregard my request for assistance. I know where to file my complaints.
May I suggest you change the wording of the mission of the U.S. Department of Justice because the reality is totally different.
